The Reality of Special Education in New Jersey

50th in the Nation

New Jersey is the most restrictive state in America for special education inclusion. Only 44.6% of students are included in general education classrooms, compared to the 65% national average.

The Unfunded Mandate

Federal law (IDEA) mandates that every child receives a 'Free and Appropriate Public Education,' yet the federal government only funds about 15% of their promised share in New Jersey. This leaves local taxpayers and districts to bridge a multi-billion dollar gap, forcing impossible trade-offs between essential services and classroom inclusion.

242,000+ Students

New Jersey's classification rate has risen to over 17% statewide—meaning nearly 1 in 5 students relies on an IEP that is currently underfunded.

When funding doesn’t match the classification rate, inclusion is the first thing to suffer. Schools are forced to segregate students because they lack the budget for the aides, training, and technology required to keep them in the general education classroom.
